D'Arcy Bell was born in Sarnia and is a graduate of Windsor University. He has been in practice with this firm since being called to the bar in 1980.

D'Arcy is very active in minor hockey and has served as a coach in various levels with much success, including league, provincial and a North American Silver Stick Championship. D'Arcy has also coached baseball at both the house and travel league levels with his teams winning several titles. D'Arcy has also served two terms as a municipal politician in the village of Point Edward, and served as Chairman of the Sarnia General Hospital Board for two years. .D'Arcy was also involved in successful fundraising efforts to raise capital for hospital redevelopment and has been actively involved in many other charitable organizations and committees. D'Arcy is currently on the Board of Governors for Lambton College in Sarnia.

D'Arcy and his wife Janis live in Sarnia and have two sons, Ryan and Graham. In his spare time D'Arcy is an avid golfer and a long-standing member of the Sarnia Golf and Curling club.
